A Condensed Version of Renato Constantinoââ¬â¢s Works on Nationalism Essay
NATIONALISM has been a word every citizen had heard not only once but a lot of times especially for a History student like me but this time no longer fulfilling a requirement for an undergraduate degree but to a more prolific one the GRADUATE SCHOOL. Still the definition of Nationalism had not changed over the course of time, it is still equated with the word PATRIOTISM or love for oneââ¬â¢s country. The challenge to write a paper on one of the pioneers of PHILIPPINE NATIONALISM has been a herculean task for the reason that the late RENATO CONSTANTINOââ¬â¢s theories is not an easy one to write. He had been a nationalist in heart and spirit. As one of my literature professors used to say, ââ¬Å"YOU CAN CAPTURE THE HEART OF A PERSON BY SWEET WORDS UTTERED BUT NOT IN SPIRIT COZ THAT IS A SEPARATE REALM THAT ONLY YOU, YOURSELF CAN SEEâ⬠; with that only RENATO CONSTANTINO can see the spirit apart from feeling it too. For this paper, I will be delving on THREE works of RENATO CONSTANTINO all compiled into one condensed pamphlet entitled ââ¬Å"DISSENT AND COUNTERCONSCIOUSNESSâ⬠. I will be faced with the task of analyzing the said compilation, giving insights and overviews and the much-awaited conclusion. As a former subversive, I was dogmatized with Karl Marx, Mao Tse Tung and Renato Constantino not because the latter was a leftist like me but more of a nationalist in the truest sense of the word. To understand him and his works, it would be a fair deal to know somethingà about this man. WHO IS RENATO CONSTANTINO? He was born on March 10, 1919. He was the eldest among the three children of Atty. Amador Constantino and Francisca Reyes. While in his pre-adolescent years, he had a grand time listening to the stories of his maternal grandmother about the abuses made by the Spanish friars. In one way or another, he had developed an early consciousness of the plight of his fellowmen. All throughout his school years, he was a product of public schools; Arellano High School and University of the Philippines. He was the youngest editor-in-chief of the Philippine Collegian (the school organ of UP). He was also a star debater and after providing a critical approach to Manuel Luis Quezonââ¬â¢s speech, Constantino became a fan of the great man, Quezon. He joined the Filipino troops in Bataan during the Japanese regime and luckily was not captured since he went into hiding in Bulacan. He was a professor in Far Eastern University (FEU), Adamson University, Arellano University, University of the Philippines both in Manila and Diliman. He was also a lecturer here and abroad since it has something to do with being an executive secretary to the Philippine Mission to United Nations from 1946 to 1949. He became an official journalist from 1945 to 1998 on Evening Herald, Balita, Manila Bulletin, Manila Chronicle, Daily Globe and Malaya among others. He was also a well-known historian and writer. He was married to Letizia Roxas since 1946. They have two children; Renato Jr. and Karina who is married to the political commentator Randy David. He died on September 15, 1999. Renato Constantinoââ¬â¢s life had been a sheltered one but his father, a lawyer had taught him about independence. He did not shield Renato from the true realities of life, the existence of oppression and exploitation. At a young age, he had the consciousness of being a nationalist, of someone who wants to uplift the sufferings of his fellowmen. Through his columns at several newspapers, his lectures, his teachings and his works he had reached his goal and that is awakening the Filipinos and I am not afraid to admit I was and still is one of his disciples. THE BOOK DISSENT AND COUNTER-CONSCIOUSNESS This book is a compilation of 3 pamphlets of Renato Constantino namely: Origin of the Myth, Veneration without Understanding and A Leadership for Filipinos. It would not be a fair deal if I go straight to the overview of this book without tackling some of the pamphlets related to this book such as Nationalism and Liberation, Synthetic Culture and Development and Identity and Consciousness. Nationalism as defined by Wikipedia ââ¬Å"as a political ideology that involves a strong identification of a group of individuals with a political entity defined in national termsâ⬠and in Renato Constantinoââ¬â¢s eyes nationalism has been described as an end-result of a distorted history of colonization. In his pamphlet, Nationalism and Liberation. He traced the history of colonization in the Philippines. From the time that the two superpowers of the Old World; Spain and Portugal had spent money for sponsoring expeditions to the discovery of the Philippines by Ferdinand Magellan to the pr opagation of Christianity to the natives as a tool of imperialism. Constantino had been trying to awaken the consciousness of each one of us to what had been the truth all along. A distorted one as he aptly described it. The Spanish colonizers had not only captured our hearts but also our spirits, they imbibed changes mostly negative values which are still inherent up to todayââ¬â¢s generation. We have been brain-washed with their ideas and philosophies which in one way or another had created diversity among the Filipino people. In this line, Constantino had compared us with other Southeast asian countries like Thailand and Indonesia to name a few; the former had not experienced colonial rule but the latter had been a different case since it was under colonial rule from the British to the French yet Indonesia had opted to be independent amidst its diversity. It had adopted political and economic independence through the consciousness among its people starting with one language which is Bahasa Indonesia. Thailand on the other hand been a monarchial rule, blood and class count but still the people tried to gain independence and the class struggle had been one big problem to be solved but at present Thailand managed to be ousted from the list of THIRDà WORLD COUNTRIES. Through History, Constantino wants us, the Filipino people to learn the lessons from the past and that we can never be always dependent on a foreign colony to survive. We have to struggle to be free from oppression and exploitation of foreign powers. He wants us to go back to the grassroots; to be self-reliant in our ways. Economic independence is the goal here and the key is not to depend on Transnational Corporations(TNCs). The government should create programs which would benefit more the Filipino people than the aliens. We have to turn this country from an import-oriented to an export-oriented one. For now, we can see it is still a far-fetched dream but who knows from the lessons learned from History the consciousness of being NEW FILIPINOS will take place from now on. Regarding the pamphlet ââ¬Å"Synthetic Culture and Developmentâ⬠. Renato Constantino had explored the ills of neocolonialism. No society can exist without a culture. As Amilcar Cabral quoted ââ¬Å"Culture is the dynamic synthesis.at the level of individual or community consciousness, of the material and spiritual historical reality of a society or a human group with the relations existing between man and nature as well as among men and among social classes and sectorsâ⬠But the culture prevailing in our society had been described by Constantino as synthetic which as defined means fake or artificial. The one put to blame here is the MASS MEDIA since it is the main root of COMMUNICATION. Communication means to convey a message and we cannot deny the fact that Media has been a powerful tool in opening the doors of communication among the people. From the information known and unknown to people, we are on guard day by day with the changes. The power of Neocolonialism plays a vital role in our having a synthetic culture. We have been influenced by the foreign power, the United States most particularly. From our love and addiction to imported items, seeking employment and climbing the corporate ladder owned by the Transnational Corporations (TNCs), being an immigrant in the land referred as the ââ¬Å"LAND OF MILK AND HONEYâ⬠. We have this western consciousness in each one of us and according to Constantino, if this would be the case where is the Filipino consciousness? Filipino identity? With this fact, as we analyze deeper, the Filipino people are strong propagatorsà of colonial mentality, that we should speak,train,dress, feel like Westerners. In his pamphlet ââ¬Å"THE WESTERNIZING FACTORS IN THE PHILIPPINESâ⬠, we are demoted to what he termed as PETTY BOURGEOISFICATION which means we are merely shopkeepers,salesmen, professionals,government employees etc. in other words just mass products of a society. That being the CEOs and presidents will only be far-fetched dreams. Our identity has been tied or binded with Western influence and that the latter had used MEDIA to achieve that goal. An example would be we know more about Tom Cruise than Nora Aunor. We opted to patronize foreign movies than local ones. As shallow as these examples, it still signifies one thing, we are more identified, familiar and attached with western influences than our own. And that is what Constantino had been describing and detailing on the synthetic culture. He wants a People-Culture than a Synthetic one and this can be achieved through: (a) formulation and development of comprehensive national communication policies which should evolve from broad consultations with all sectors concerned (b) removal of obstacles and restrictions which derive from the concentration of media ownership, public or private from commercial influence on press and broadcasting (c) effective legal measures to limit the process of concentration and monopolization (d) strengthening cultural identity and creativity through the establishment of national cultural policies such as going back to the grassroots culture (e) development of essential elements of communication (f) access to te chnical information and advanced communications technology and (g) democratizing media management. Lastly, the pamphlet ââ¬Å"Identity and Consciousnessâ⬠, Renato Constantino had explored the ââ¬Å"whysâ⬠there is an absence of consciousness among the Filipino people. He had traced the real truth to two factors namely Elitism and Ignorance. LITISM Tracing back to our History lessons there had been the issue of class, of a separation of people in terms of wealth and power. From the pre-colonial times, the barangay form of government had been ruled by the datu and there had been a disparity between the datu and the alipin saguigilid. Then when the Spaniards came, they used the Filipino elite to exploit the resources. They had encouraged the elite to go abroad to study with the likes of Jose Rizal and Marcelo del Pilar among others to form a movement because up frontà they want to be free from the Spanish rule but still adamant to use revolutionary means to end the struggle. Under the American Regime, the elite this time under Aguinaldo, Quezon until Jose P. Laurel, they have been educated abroad but still imbibed with western consciousness. Under the neocolonial rule, it is still the same ball game, our leaders have been educated and trained abroad but still the identity remains the same, western development had been more attr active and where do we contribute this mistake? This painful result? To us, the Filipino people. We have not learned anything from History. Until now, we are still ignorant . We are still unidentified and not conscious of being Filipinos. It is like going to school without an Identification card (ID) we are still nameless. The western influence had built us to be this way and they are succeeding, until now we are still under their rule-of-thumb even if we donââ¬â¢t have their military bases here in our territory, still we are clearly more identified with them than by being a Filipino. Constantino had been clear on this topic. Unless the consciousness develops , identity will follow. But it is an illusion until now because we can see for ourselves that we need the United States to keep our economy going, that we are still dreaming of becoming the 57th state of United States. It had been an inherent dream that we will be spending in US dollars and not in pesos, that we donââ¬â¢t have to go to the US Embassy to get our visas and that the imported goods will be sold at more affordable prices. Unless there will be an economic revolution which could start from going back to the grassroots, and that we will realize that our country is an agricultural one more than an industrial zone. Until the time that we will have the consciousness that we are Filipinos with less dependency on Western influences. That will be the only time that our identity as Filipinos will be established. That will also be the time that the spirit of Filipino nationalism has been embraced by each and everyone of us. Now in correlation with the book DISSENT AND COUNTER-CONSCIOUSNESS, as I have mentioned earlier it is a compilation of three pamphlets so it would be best to discuss the pamphlets first before citing an overview of the whole book. 1) ORIGIN OF THE MYTH Here Constantino tried to discuss about the myth regarding United Statesââ¬â¢ relationship with the Philippines. As we try to recall history, we have learned that United States at first has no interest in the Philippines but when it started to crave for a niche in the ââ¬Å"SUPERPOWERâ⬠realm, it had realized that colonizing Philippines is not a bad idea but more of a sign that US was ready to be a first class conqueror thus buying us from the Spanish rulers via Gen. Emilio Aguinaldo in Hongkong, twas the mock battle took place. We were not aware of the fact that US has come not only to conquer but to stay, it was only later after the Hares-Hawes Cutting Law took place during the Commonwealth period that we had this instant realization that United States was a mother colony and we are under their beck and call. It was not the fault of Manuel Quezonââ¬â¢s ignorance that pushed him to sign the Tydings-McDuffie law since one of the premises there was to grant self-government after ten years. Adding to the fact, that there was the outbreak of Second World War, and that Philippines was in the dumps economically speaking. US was there to lend a hand through foreign aid. The government had not been fully aware of the motives of the US government because of the value instilled by Spaniards within us, the proverbial utang-na-loob. We were now having that idea that we owe them. That is where the myth came in; according to Constantino, that reality cannot be separated from fantasy and that United States had been our knight in shining armor. So a special bond or relationship had been formed. The only opposing side at that time was the HUKBALAHAP movement headed by the late Luis Taruc and the US government had been wise enough to make Ramon Magsaysay,a pure American boy and the CIA to penetrate and control the HUKS. Every law and treaty from the Tydings-McDuffie law up to the Bell Trade Act shows the control of the US over the Philippines for two purposes as cited by Constantino; he referred to it as the twin premises of the myth: a) that there was no substantial resistance to American rule and b) that the Filipinos were then incapable of self-government. There was resistance and the Filipinos were capable of self- government as proven by the barangay system during pre-colonial times. But US has a different plan for Philippines and it has to be overall control which they did with all the treaties and the presence of the military bases and even the ââ¬Å"utang-na-loobâ⬠à inherent in us by making Jose Rizal the national hero, the foreign aid through IMF(Internationa l Monetary Fund) and WB(World Bank), making us a member-country of GATT(General Agreement on Tariffs and Trade), ASEAN (Association of Southeast Asian Nations) and UN(United Nations) among others so that we will embark on an open economy adopting Adam Smithââ¬â¢s Free Enterprise but in the end if we look at everything in hindsight, it was more to USââ¬â¢ benefit than the Filipinos. The United States was intelligent enough to take advantage of our weakness and that is after three hundred thirty three years of Spanish colonialism, we were dying to be independent and it was also our Achillesââ¬â¢ heel to speak of since US was aware of this fact, therefore it had sent the best men like Dewey, Merritt, Taft among others to lead the Philippines towards that ââ¬Å"independenceâ⬠mediocrity. With the help of the Americanistas like Aguinaldo, Arellano, Quezon, Laurel even up to the present Noynoy Aquino. We can say that US is here to stay and I should not wonder if after the term of Noynoy Aquino there will be plan to make Philippines the 57th state of the United States of America. It will not be a big surprise for all of us since as I have mentioned earlier, we are more attracted to Uncle Sam than Juan dela Cruz. In the end of this pamphlet Constantino tried to discuss the press censorship during McKinleyââ¬â¢s administration where the BILL OF RIGHTS under the 1935 Constitution was not honored particularly freedom of press and expression. The US had been wise enough to impose a civilian rule rather than military rule. It was too late for the Philippine government to realize that we were under a military government than a civilian one when most of the troops sent in Vietnam were mostly Filipinos and that we did not have that inkling to wage war against Vietnam since it was USââ¬â¢ advocacy to indulge in wars to achieve more power and to have that steady place in the superpower realm. When there was the killing of Filipino troops in Vietnam, United States was aware that it will create a chaos within the Philippine government so the latter, wise as he is had groomed a young senator named Ferdinand Marcos to run for presidency in 1965 and eventually won the hearts of the Filipinos as first because of his advocacy for the poor. As they say, in history, it was too late to realize that Marcos was not out to rule fairly but to destroy the preservation of nationalism which was slowly growing in others since here and then he was a boytoy of the US government. B.) VENERATION WITHOUT UNDERSTANDING In this pamphlet, Constantino discussed about Jose Rizal as an American sponsored hero and the tracing back of Rizalââ¬â¢s role in the history of the Philippines. Rizal was an illustrado, he was not from an impoverished family so he had the opportunity to study and trained in different schools abroad. He was a genius, a jack of all trades. He was a learned man. For many, he was the way out for independence from Spanish rule. In the long run, the realization dawned that he was an egocentric and narcisstic person who did not give a damn about his fellowmen. He created the Propaganda Movement and La Liga Filipina not because he wanted to end the Spanish colonizers through writing and other peaceful means (what we can termed now as ceasefire). He abhorred revolutionary means because deep inside that learned man lies a COWARD. In my undergraduate studies about Rizal, I was given the chance to dissect and analyze Rizalââ¬â¢s letters to Ferdinand Blumentritt all in its original versions preserved by the National Historical Institute. There was one letter that cited Rizalââ¬â¢s real reason why he did not go with the plan of Andres Bonifacioââ¬â¢s revolution. He belittled the latter for not having the literacy and leadership which Rizal had been known to possess. He was a hundred percent sure that the revolution will fail not only because of lack of ammunitions and men but more of a poor leadership displayed by an ââ¬ËIGNORANT AND ILLITERATE FARMERâ⬠. The response of Blumentritt was different and unexpected which made Rizal furious because Blumentritt cited situations wherein a successful revolution headed by an ignorant and illiterate person had succeeded and and example was the French Revolution. Blumentritt was objective enough to write to Rizal that maybe the latter has this impression on Bonifacio because Rizal was a coward and he simply canââ¬â¢t carry a gun and kill. It was this reason that Rizal stopped communicating with Blumentritt, because deep inside he knows he should be the one to plan and carry out the revolution and not someone ignorant and illiterate like Bonifacio. In one way or another, we knew that the Cry of Balintawak failed but it instilled something in us; an iota of nationalism and pride that we want to be free from the Spanish rule, that the urge of independence is slowly burning in our hearts. That is what Constantino referred here as ââ¬Å"HEROISMâ⬠not becauseà you died for the love of your country but moreof placing a ââ¬Å"CONSCIOUSNESS THAT WE ARE MEANT TO BE FREE. Sad to say, it was not a continuous process since there was not a brave man like Bonifacio again in the present times no matter how ignorant and illiterate as he is to stand up for our independence, for our freedom. Until now we are still a neocolony of United States and nothing changes even if we are entering 2012. C) LEADERSHIP FOR FILIPINOS In this pamphlet, Constantino was brave enough to depict the true leader for the Filipinos. It is a radical writing of the inner mind of Constantino as he tried to look for that leader as he had described: ââ¬Å" someone who is an entertainer, popular, intelligent, sublime and confident in its peopleâ⬠. He had an admiration for Andres Bonifacio because of his will to let Philippines gain independence even if he was an ignorant and illiterate farmer. So with Claro M. Recto who happens to be a populist by heart. It was just the wrong turn of events which did not give any merit or recognition to a great statesman like Recto since the latter was not a member of the elite party of Americanistas. ââ¬Å"Recto is not a good speaker, no. He will arouse no mob. But heaven help the one whose pretensions he chooses to demolish. His sentences march like ordered battalions against the inmost citadel of the manââ¬â¢s arguments, and reduce them to rubble; meanwhile his reservations stand like armed sentries against the most silent approach and every attempt at encirclement by the adversary. The reduction to absurdity of Nacionalista senator Zuluetaââ¬â¢s conception of sound foreign policy was a shattering experience, the skill that goes into the cutting of a diamond went into the work of demolition. There was no slip of the hand, no flaw in the tool. All was delicately, perfectly doneâ⬠¦ Recto cannot defend the indefensible, but what can be defended, he will see to it that it will not be taken.â⬠This was quoted by Teodoro Locsin and Recto remained to be an inspiration to nationalists like Renato Constantino, Lorenzo Tanada, Jovito Salonga among others. Recto was able to help in the molding of the consciousness of some Filipinos but he was not given the chance to mold the majority and it was brought byà his defeat in the presidential race where Sergio Osmena won who happened to be a true Americanista. Still his subversiveness, patriotism, nationalistic spirit lives on and I admire the person for his being sublime. He was a learned man like Rizal but he never was a coward. The need to be free and independent from foreign colonizers had been a dream of his. It was just a pity he was not given the chance to make it a reality. As Constantino described a leader in the end page of this pamphlet. He cited ââ¬Å"A people cannot be great by the posturing of a leader nor by his well-rehearsed speeches but by their own efforts. They can be great not by becoming worthy of foreign investments but by purposeful work . They can be great not by relying on outside aid as the decisive factor of development, but by sacrifice ,by struggling and gaining confidence in themselvesâ⬠. He further added that a ââ¬Å"true leader is not afraid to struggle if it would be for the common goodâ⬠. I for one agreed to that, we can still export OFWs for economic reasons but with the country they are in, not for a single time will they forget that they are FILIPINOS in both mind and heart. After discussing the three pamphlets included in the book DISSENT AND COUNTER-CONSCIOUSNESS, I have the room now to tackle the book and gave an overview about it. DISSENT in laymanââ¬â¢s term means to go against. You display an antagonistic attitude if it is not what you believe in or must believe in. Subversion had been a taboo word ever since Man had this dream to be FREE. This word always coincide with terrorism, ambushes, rallies, salvages among others, purely negative in every sense of the word. As Constantino expresses in this book, ââ¬Å"Man in living in a material world and principle is a far thoughtâ⬠. In reality that has been happening, Filipinos are becoming more contented with material needs; anything that money can buy even paying the court, bribing the government agencies so as not to be penalized. With that hunger for material things, the accountability of government agencies go far beyond the principle. Graft and Corruption had been a contagious disease, a new virus with no antidote. Man are slowly becoming wanton and unprincipled because of the yen for material things. It is a sad thing that because of this fact Man has been turning into a commodity. Someone with a price tagged on and maybe if an auction comes along he will be sold to the highest bidder. If we look at the situationà nowadays, we are being sold to the highest bidder and that is the United States. It does not only control us in economic and political aspects but in all aspects as well even spiritual. We have been in their shell of SUPERPOWER REALM for so long and now we are finding it hard to disintegrate or detach ourselves from them. We are now set up as a commodity in a free enterprise economy. Our wits and intelligence were in their benefit because we are working for them. The government whom we trust the most turns out the opposite, the one who betrayed us. Even before as a colony and now as a neocolony, nothing had changed we are still under them. The American will had become the Filipino will. We donââ¬â¢t have that identity that we are Filipinos. Our consciousness as a Filipino is at the bottom. We desparately need the Americans to survive and that is one malady that is incurable at this point. But Constantino is not giving up. Counter-Consciousness is his answer. It will not be an easy task that is the reason why he used History to trace the root of the problems, to unveil the consciousness of the Filipino people, to dissipate the discontentment of being without an identity. With History, we turn back the time, we learned from the past and most of all it will pave the way on what we should do with our future. It will not be an easy task but it can be a reality if there will be a leader ready to sacrifice himself for not being a commodity being sold to the highest bidder but that he will be of service to the common good. Where is that leader? He is just there patiently biding for his time and I know deep inside that we can never be the 57th state of the United States because even the latter has not been that complacent in its niche in the superpower realm. It is now in the midst of economic recession and political upheaval. Am I right in saying that ââ¬Å"what comes around goes around?â⬠The answer is YES, it is time for the United States to grant us that independence we have been craving for so long. We deserved to be free and that is our main goal, our direction. We may be working for them, we may be buying imported goods from them, we may be having our money converted into dollars but nothing changes they are all material things that can diminish a day, a week, a year from now but nothing will change the fact that I AM A FILIPINO AND I AM PROUD TO BE A FILIPINO. With my short stay at the mountains of Bataan during my college days. I know I am a subversive and I am proud to be one. I no longer hide the fact that I was a leftist during my college days and even at present I am in a capitalist society nothing will alter the fact that my consciousness has been in my heart that I am for equality and justice. Taking up LAW had not been an easy decision because it negates everything I learned in being a subversive but I am not giving up because the LAW will not remain blindfolded forever, eventually it will shred that cloth and will take justice as its fate and I will just be waiting at a corner biding for that time to come. CONCLUSION: This paper had occupied a special place in my heart since I do not deny the fact that Constantino had been an icon to reckon with. He has been my inspiration in my career path, most of all I learned to be proud of my being subversive as He was. The book with all the several pamphlets attached to it has been Constantinoââ¬â¢s way of reaching out the Filipino people that we cannot stay as ignorant as the United States presumes. We are climbing out slowly from the shell that had been an unsafe haven for so long as we try to give ourselves the chance to embark on a new life. An independent life as everyoneââ¬â¢s goal is. A Life that we can utter with pride that we are FILIPINOS. We are slowly achieving this mark, majority are now going back to the grassroots culture. We may still be westernized in material goods but in line of thinking we are becoming conscious that we are Filipinos and that is how it must be. Eventually everyone will be aware of Juan dela Cruz than Uncle Sam especially that Uncle Sam is crestfallen at this time with all the upheavals he is now facing I will not be surprised that his all knowing smile will turn into a nasty grin. For my fellow Filipinos, we will stand with pride that we can now identify ourselves as Filipinos and no longer Filipinos with US as our neocolonizer but Filipinos for Philippines alone. Time will also come that the realization of being a subversive is not a ruthless act neither a negative trait but a breathe of fresh air to bring about a CHANGE. MABUHAY ANG MGA FILIPINOâ⬠¦

Life after death Essay
Life after death is credible to a large extent, as there is a large of percentage of people who believe in it. A study carried out between October and November 2009 showed that out of 2,060 people, 53% believed in life after death, with 55% believing in heaven and 70% believing in the human soul in the UK. However, there are many problems with believing in life after death ââ¬â not least the fact that there is no proof. As Hume might have said, ââ¬Ëthere arenââ¬â¢t enough witnessesââ¬â¢ and ââ¬Ëtestimony isnââ¬â¢t proof. ââ¬â¢ Some evidence put forward is parapsychological, such as near-death experience, mediums, and so on, though the data generated from such evidence is contested. While there may not be any hard evidence for rebirth, it provides advantages to those who believe in it, therefore attaining the label of credibility. If Henry had chosen a decision that could have brought forth his best interests, then he could have adopted ethical subjectivism. He could simply have stolen the drill. After all, his boss was rich and he would not know anyway. Moreover, if he had stolen and sold the drill, it could have financed his project and he could have kept his scholarship. Nevertheless, if the boss would find out about the theft, it would be in his best interests too to have it back and get Henry arrested. The problem with ethical subjectivism is that th ere would always be the conflict of best interests. The more important question is, "What happened to Henry?" Actually, he was able to keep his scholarship. He asked his teacher to extend the deadline for the project and he was able to muster enough courage and humility to borrow money from the same boss. After this, the cells are injected into the patientââ¬â¢s body by vein. In in vivo therapy, gene delivery is done in the cells that are still in the body. The simplest method of introducing therapeutic genetic material into the cells is direct introduction into target cells. However, this method is not practical because it can be used only with certain tissues and requires large amounts of DNA. Other methods are there wherein the genes are delivered into cells by vectors like viruses or bacteria, by electroporation or tiny synthetic "envelopes" of fat molecules (Hecht, 2004). Of these, the most commonly used vector is virus. Vector is the carrier of the gene. Viruses are used a s vectors to deliver genetic material to the nucleus of the cell that contains its DNA. The natural ability of a virus to enter a cell is used for this purpose. The viruses used for gene therapy are retrovirus, adenovirus, adeno-associated virus and herpes simplex virus (Genetics Home Reference, 2008). While preparing the vectors for gene therapy, the DNA coding for a part or whole of the normal genes of the virus to be used as a carrier is removed and replaced with the treatment gene. The carriers are engineered in such a way that there ability to enter the cells is not lost but they cannot reproduce. Genes delivered by tiny synthetic "envelopes" of fat molecules enter the cell by cell membrane which has very high concentration of fat molecules. But, if Ray Charles was one of the originators of soul music, Aretha Franklin reshaped it, by bringing even more of her gospel background to bear on secular love songs (Wade and Picardie 27). By combining popular elements with her stunning voice, her great musicianship, and the feeling for a song that she learned in church, Aretha became one of the greatest soul singers to ever live. Aretha Franklin is a well-known pop, Ramp;B, and gospel singer. She has been nicknamed ââ¬Å"The Queen of Soulâ⬠and is an internationally known artist and a symbol of pride in the African American community. Her popularity soared in 1967 when she released an album containing songs ââ¬Å"I Never Loved a Manâ⬠, ââ¬Å"Respectâ⬠, and ââ¬Å"Baby I Love You. â⬠Throughout her career she has achieved fifteen Grammy Awards, Lifetime Achievement Award, National Academy of Recording Arts and Sciences Legend Awards, and many Grammy Hall of Fame Awards. In 1987 she became the first woman inducted into the Rock amp; Roll Hall of Fame. Time magazine chose her as one of the most influential artists and entertainers of the 20th century. She sang at Dr. Martin Luther Kingââ¬â¢s funeral and at former President Bill Clintonââ¬â¢s inaugural party. Although she has all these accomplishments and awards there are other reasons that have driven Franklin to fame and landed her on the front cover of Time magazine on June 28, 1968. The reasons I believe allowed Aretha Franklin to become so successful are the following: Her familyââ¬â¢s involvement with religion, the inspiring people that surrounded her, and the pain she suffered. It is clear that because her familyââ¬â¢s involvement with religion would be one reason why Aretha Franklin became as famous as a Gospel singer. Some people would say that her love for religion is unbelievable, but after researching her childhood it is very believable. Her father, Reverend Clarence LaVaugh Franklin lived in Shelby Mississippi and preached while living the life of a sharecropper. As soon as he had enough money, he would move to Memphis, Tennessee to become a pastor of two churches. After a couple of years he attended LeMoyne College, and he studied Education and English Literature. With his education he was able to bring a more liberal view to his preachingââ¬â¢s. Then he moved the family to Buffalo, New York. When he had the resources, he moved the family again to Detroit, Michigan were he settled and became a pastor of a churched called New Bethel Baptist Church. He quickly became one of the most famous pastors in the city of Detroit. Aretha was two years old when they made their final move, she would grow up here and grab the emotion of Church and incorporate it into her music. Aretha Franklinââ¬â¢s mom, Barbara V. Skaggers, served as choir director and pianist. Aretha describes her mom as ââ¬Å"a Superb singer, her voice was clear and distinctiveâ⬠. (Franklin and Ritz, 6) Her parents taught her how to sing with great pride. This was a big issue because the late ââ¬Ë50s, early ââ¬Ë60s was a time of turmoil for African Americans. Her father especially tried to instill pride into her. He was a Civil Rights activist and he was a close colleague with Dr. Martin Luther King. With her parents keeping her involved in Church she was bound to become one of the worldââ¬â¢s greatest singers. At around age 12, the father recognized Arethaââ¬â¢s talent as a singer. So he took her on the road with his traveling gospel show. This was important because it shows the kind of support Aretha received from her family. It was said, ââ¬Å"She was a spellbinding performer at the age of fourteen. â⬠(Franklin, 3) So her family really supported and inspired her to become a gospel singer. What also made her a great artist was that she had inspiring people all around her. Aretha grew up in Detroit which at the time was a rousing city or a city of hope for the African Americans running away from the brutality of the South. Though Detroit still had its problems such as race riots, many famous musicians grew up there. Also since New Bethel Baptist Church was so prominent, many musicians and political leaders used Reverend Franklinââ¬â¢s pulpit as a platform to sing or speak to the Blackââ¬â¢s of Detroit. Aretha was introduced to classical music by Smokey Robinsonââ¬â¢s sister Sylvia Burston. She listened to well known local DJââ¬â¢s like Ruth Brown and Senator Brystal Brown. When Aretha was younger, she would ride her bike to the local park, and on her way home she would stop by a night club where you could here B. B. King perform. She says, ââ¬Å"You could hear the soft sound of his guitar all the way to the sidewalk (Franklin and Ritz, 22). National and local political leaders would give there speeches. Speakers such as Dr. Adam Clayton Powell, Sr. , Dr. Martin Luther King, and Reverend Jesse Jackson would speak powerfully to the church. Aretha was directly influenced by Miriam Anderson, Sammy Davis, and Roy Wilkins. Detroit was overflowing with talent and speakers which I believe also contributed to Arethaââ¬â¢s success. Pain was probably what really drove Aretha Franklinââ¬â¢s success. As stated before, Franklinââ¬â¢s family was highly religious and was continually involved in the Church. But that doesnââ¬â¢t mean that she hadnââ¬â¢t been through a tremendous amount of pain. Early in life her mother and father got a divorce. The father was better suitable to raise Aretha and her four Siblings. The mother moved to Buffalo, New York and tried to make regular visits to see her children. She was supported her children in the best way she could, but when Aretha needed her, she still was not reachable. Matters became worst a few years later when Arethaââ¬â¢s mom dies of a stroke. Aretha described her mom by saying ââ¬Å"she was the absolute ladyâ⬠(Smith, 3). At age 15 she had her first child and two years later another would come. But Aretha still wanted to go out and be with friends, so her grandmother usually babysat for her periodically. In a time when Black Activism, Feminism, and Sexual Liberation were high, she needed to provide for herself. So when Aretha was old enough and was ready to start performing, she hired a man named Ted White to be her manager. He later became her husband. In the future she would divorce him for a famous actor which would end in divorce, too. Even though in 1968 to 1969, Franklinââ¬â¢s career was rising rapidly. She was still described by her Producer Jerry Wexler as ââ¬Å"a person whose depressions runs deeper than the seaâ⬠(Ritchie Unterberger, 3). Then one of Franklinââ¬â¢s highest admirers, gospel giant Mahalia Jackson died. Right after her death a extremely emotional gospel album was released my Aretha ââ¬Å"Amazing Graceâ⬠This record was considered to be one of the most emotional records of its time. Much of the pain that Aretha suffered was not really publicized, but still it had to be one of the reasons for her to have such a powerful voice. Usage Involved The Area Of Simple Present English Language Essay This report was compiled to examine Simple Present Tense (SPT) use with beginner ESL students, aged 7-10 years old, attending Primary school. Ideally class sizes consist of 5-10 students, all L2 learners. The purpose and structure of SPT is highlighted. SPT differences with other languages and SPT difficulties faced by ESL students are outlined. SPT activities from introductory lessons through to higher proficiency have been discussed. Definition of Simple Present tense: The tense of a verb that expresses action or state in the present time and is used of what occurs or is true at the time of speaking and of what is habitual or characteristic or is always or necessarily true, that is sometimes used to refer to action in the past, and that is sometimes used for future events (Merriam-Webster, 2003, pg.982). These are not so much the meanings of the simple tenses themselves as the meanings which they gain in particular contexts. It is only the tense plus the context which can be said to express a certain temporal or aspectual meaning such as repetition, habit, or generality. The tenses themselves do not carry such specific meanings. If they did, then context would not be necessary for interpreting the time reference of a verb (Pennington, 1988, pg.). Simple Present tense is used to discuss: Repeated actions and express the idea that an action is usual. The action can be a hobby, a daily occurrence, a scheduled event or something that happens regularly e.g. I play soccer. It can also be something a person often forgets or usually does not do e.g. She never goes on holidays. Habitual is a common term used to describe the meaning of this term, which has come under scrutiny. What constitutes habitual action is determined completely by experience, and not at all by language especially not by the tense of the verb (Pennington, 1988, pg.53). Facts or generalisations It indicates that the speaker believes that a fact was true before (past), is true now (present), will be true in the future e.g. Spiders have eight legs and is timeless. It is also used to make generalizations about people or hings e.g. Vanessa is boring (Pennington, 1988, pg.53). Past and Future events Simple present is used to talk about the past or future and is described in a very immediate way, bringing the past or future into the present, including them as part of the present reality of the speaker and the hearer. As pointed out by Brown and Levinson (1978), shifting to the present tense is a way to show deference and positive regard towards the hearer, making a good story which pulls [the hearer] right into the middle of the events being discussed, metaphorically at any rate, thereby increasing their intrinsic interest; (p. 111). With an additional 5 million emigrants speaking the language worldwide in China, Japan, North America, and the former Union of Soviet Socialist Republics (Renaud, 2002, pg.1). The phonetic system, the syntactic structure, and semantics between English and Korean differ so greatly that the transition from one language to the other requires enormous efforts from the learner. More specifically, in relation to simple present tense, Korean learners typically struggle with the following disparities: In English, the word order is SVO (subject-verb-object), while the basic pattern of a Korean sentence is SOV (subject-object-verb). Although Korean has case-marking morphemes to designate the cases of the nouns and shows a more flexible word order, the predicate always comes at the end of a sentence (Cho, 2004, pg.33). In Korean the subject of the sentence is left out if it can be implied by the context, whilst in English, sentences need explicit subjects (Worldlingo, 2011). In Korean language new words are created by combining simple words, without changing their form (agglutinative). Words are created by adding suffixes to the basic part of the word (stem). Suffixes attached to a verb stem indicate things such as verb tense (past, present, or future), verb aspect (complete, repeated, or continuing), and honorification (marking of the relative status of the person addressed to or referred to from the speaker or addressers point of view-an elder, a stranger, a close friend) (Renaud, 2002, pg.4). In English the following third person pronouns are commonly used he, she, it, her, him (singular) and they, them (plural) . In Korean there are two third person pronouns used, male and female; the female form sounds awkward, and is mostly used when translating texts. Korean originally had only one third person pronoun for both genders, meaning it. However it has increasingly been interpreted as a male pronoun used for both genders. Although in recent years the pronoun the female counterpart is slowly gaining ground due to the influence of translations from European languages, it is almost restricted to specific styles of written language, because Korean generally uses subject less or modifier + noun constructions (Worldlingo, 2011). Generally forms used to denote third person in Korean are not separate lexical items, but rather are formed by combining the demonstrative pronouns i = this, ku =that and ce =that (over there), with bound nouns. The deictic use depends on the distance between the referent and the speaker. They indicate respectively, close proximity, middle proximity and distant proximity (Iksop, Ramsey, 200, pg.90,91). In Korean verbs in the present tense do not take -s in the third person singular. Korean learners of English commonly fail to ensure there is subject-verb agreement, by missing inflected endings in writing and speaking (Cho, 2004, pg.33). Many Koreans repeat the question-answer format of Korean negative questions when communicating in English. To the question, Didnt you like it? English speakers answer either, Yes, I did or, No, I didnt, whilst Koreans generally respond either Yes, I didnt like it, or No, I liked it. Native English speakers are generally perplexed by Koreans amalgamation of positive and negative elements of discourse. Korean students also experience fossilization problems when attempting to express conditionals, indirect questions, rhetorical questions and hypothetical statements, as a result of first language interference (Cho, 2004, pg.33). Clearly, the difficulties Korean learners have in learning English are not limited to just Koreans. Students of any nationality may experience difficulties due to language difference, culture gaps, and the discrepancy between their language ability and their overall maturity(Cho, 2004, pg.36). . . Difficulties simple present tense poses to learners Parrott (pg.195, 2010) and Wee (pg.35, 36, 2009) outline the subsequent issues, as characteristic and typical difficulties learners face with simple present tense. Omitting third person s / Omitting auxiliary verbs Errors of omission consist of the omission of compulsory elements in tense or number markers such as the omission of the grammatical morphemes. These include the omission of -s/-es/-ies for the verbs after the third person singular in the simple present tense. The copula be verb is often omitted in the simple present and simple past well as the progressive tenses (WEE, 2009, pg.351). Addition of Unnecessary Elements Unnecessary elements that are present result in errors of addition, for example, the use of redundant tense markers. Students may put -s,-es,-ies markers after the verbs that follow the plural nouns/pronouns in the simple present tense or redundantly put the -ed marker in cases where it is not necessary, for example, cuted, puted (WEE, 2009, pg. 352). Double Marking Double marking occurs when two items are marked for the same feature such as tense, for example, My neighbour doesnt likes Mary. or The thief didnt ran away when I shouted. Students may redundantly add -s, -ed or -ing forms to the verb after a modal which should be followed by the base form of a verb (WEE, 2009, pg. 352). Incorrect tense choice Errors of misformation occur when students choose the wrong forms of the words in place of the right ones. These commonly happen in cases of subject-verb agreement, for example, The men was here last night. The wrong tense may be used, for example, the use of the past tense forms to express present or future time or the use of the present tense forms to refer to past actions (WEE, 2009, pg. 352). Questions and Indirect Speech Students are often confused when they use reported questions or indirect speech resulting in the occurrence of errors of ordering. This means that the correct elements are wrongly sequenced, for example, They asked me where was the girl. Students face a lot of difficulties in using the phrasal verbs and may produce sentences like I pick up her. or I phone up him. (WEE, 2009, pg. 352) Questions and negative forms Errors arise from several possible general sources, namely interlingual errors of interference from the native language, intralingual errors within the target language, the sociolinguistic context of communication, psycholinguistic and cognitive strategies, along with countless affective variables (Brown,1980: 66). Level students are taught simple present tense and through which contexts and topics. Effectively teaching simple present tense verbs to ESL students helps to build a strong foundation for their use of the English language. The simple present tense is usually the first verb tense ESL students are taught (Teaching ESL to Adults). Students learn best when they feel safe yet challenged, when responses are accepted yet extended, and when expectations are realistic yet high. Teachers can assist by teaching explicitly within context and providing varying levels of support as students become increasingly independent and how it changes in different situations (BOS NSW, 2000, pg.8). ESL learners need an explicit, methodical and planned language program that is integrated into their general class work in all key learning areas, and that takes into account their needs and development (BOS, NSW, pg.13). English language teachers have changed, or are changing, from a traditional approach to teaching formal grammar rules to a more communicative approach to teaching how to use grammar meaningfully in context. Communicative approaches to presenting grammar usually include a focus on meaning and use as well as form. Grammar can be taught in many ways there is no best way that suits all grammar points (Gardener, 2008, pg.39). Students are introduced to simple present tense at school (K-6) through numerous curriculum topics English, Human Society and Its Environment (HSIE), Science and Technology. Students use specific text types to practice usage of simple present tense. Each text type uses different language and grammatical features. These features are outlined in Table 1.2. This table indicates primary use of simple present tense in Report writing. In addition, Parrot (2000, pg.190), identifies past narratives and commentaries as other instances in which the simple present tense is also used. Reports and narratives are focus texts (structure, grammar and context) in the English K-6 syllabus. Grammar is used as a tool to help students understand how sentences are structured so that they are meaningful, clear and syntactically accurate (BOS NSW, pg.9). Reports are also commonly used in the following Key Learning Areas (KLAs) HSIE Significant events and people, Cultural Diversity (BOS NSW, 2006) and in Science and Technology Living Things, Earth and Its Surroundings (BOS, 1993, pg.10). The HSIE and Science and Technology syllabus highlight activities that essentially require the use of language. Students use language to pose questions, clarify ideas and communicate understandings (BOS, 1993, pg.27). Describe activities you could use for simple present tense The way in which the verb tenses are introduced can make the structure of the English Language easier for the students to understand. Whereas pre-teen and early teen children learn a language by listening and repeating what they hear, without any need to think about grammar, this facility seems to fade as everyone gets older. The older a student is the more he or she will want to analyze the structure or learn using rules. Unfortunately many rules for the English language have exceptions sometimes many exceptions (Stocker DG, 2011). Activities in a b require more direct, explicit instruction through discussion, modeling and controlled activities. Whilst c requires more implicit instruction and allows students to apply knowledge of tense in meaningful ways, through less controlled activities. Activities are conducted independently, in pairs and as a whole class, using verbal, auditory, visual, written and kinesthetic activities. Activities are implemented across all KLAs in the NSW K-6 curriculum. Introducing simple present Introductory activities- Define simple present tense to students, the structure and forms which it can take (positive, negative, yes/no, questions -wh) and when it is used. Focus on frequency adverbs, spelling and pronunciation. This can be done through discussion, asking questions and modeling. Students are taught as a whole class but also independently asked to give answers. Introductory activities need to be introduced over a series of lessons and each concept is taught independently of the others e.g. positive and negatives not taught with plurals. In between each topic follow up activities presented in b and c can be implemented. Writing Report writing using simple present tense, using their prior knowledge of simple present tense and report writing. Teacher discusses structure and language features with students as whole class. Students are given an outline and topic and are able to construct in pairs. Multiple activities can be sourced from the internet, textbook and colleagues then manipulated and altered to suit the needs of individual students. These activities allow for both informal and formal assessment to take place and allow the teacher to continually evaluate students progress.

Tourism has been on rise since the 1970s as more people began to work from 9am to 5pm and paid leave became more popular in at workplaces. This led to people having the leisure time to spend on their holidays. For a destination to become a tourist destination one should be able to know the market segmentation of the people travelling there. Theres a saying Rome was not built in a day. Tourism planning takes time and research. One would need to find out what type of product and services are needed for the type of tourist that comes to that particular destination. Tourism planning has become more important now than compared to 50 years ago. Tourism planning allows rules to be set by the government. They would be able to implement certain strategies that would help to reduce the negative impacts on the environment. This discussion paper will explore the different approaches that the gov ernment use and the challenges of tourism planning in todays world. Many forms of research are done to find out the characteristics of the people visiting a destination. Many tourism planners assume that the market segment does not change. According to Tourism Management, tourism has been around for many years approximately since AD 1500. Modern tourism would not have been possible without the precedents of Mesopotamia, the Nile, and Indus valleys, ancient Greece and Rome, the Dark Ages and the Middle Ages. Premodern tourism has their own character as there are many similarities with modern tourism. The Early modern tourism (1500 to 1950) considers the early modern era, which links the premodern to the contemporary period through the influence of the Renaissance and the Industrial Revolution. The Contemporary tourism (1950 onwards) introduces contemporary mass tourism (Weaver Lawton, 2010). Tourism can raise the profile of a destination, attracting the interest of investors and visitors alike. Tourism According to Tourism Planning and Policy textbook, the definition of tourism is like what Leiper and Pearce believe that it is important to adopt an opened view of what tourism is all about: Movement of people and their resources By characterizing the collection of government, businesses, activities and processes that helped people to make decisions about travel Involves the production and consumption of the range of tangible and intangible resources Overlaps and intersects with the daily lives of local communities Involves the production and consumption of tourist experiences Produces the range of intended and unintended consequences and effects that need to be critically examined and managed. (Leiper and Pearce, nd) Tourism planning and policy should not basically mean as an economic development activities that are aimed at the supply and demand side of tourism. Tourism should be explored further to improve the other elements of tourism. Policy Sustainable tourism development is under the tourism planning and policy is there to achieve tourism development that minimizes the negative effects and maximizes the positive effects so that they can be sustained over the long term. There are four For the purpose of this report, this report will touch on the environmental problems, the number of challenges faces with limited infrastructure, depressed economy and using Central Highlands as a regional economic development tool. Lastly, recommendation as well as conclusions will be offered before the end of the report. Government Approaches towards Tourism Tourism policy and planning are divided into two categories: (1) substantive ideas that provide the direction and underpinning values embedded in tourism planning and policy. Tourism planning and policy both theory and practices are by a range of cultures, disciplines, methods and framework (Macbeth, 2005, p.89) According to Getz (1986) there are five approaches to tourism planning and they are boosterism, economic, spatial, community and sustainable planning. Each of these approaches has their own strengths and weaknesses which will be further explored below Boosterism Boosterism is when tourism development is perceived to be good and beneficial for the host community of a destination. It is suggested that cultural and natural resources should be used to for tourism development without any consideration to the negative economic, social and environmental impacts of tourism that will occur due to this exploitation. This approach is done mainly by two groups. They are politicians who are philosophically or pragmatically believe that economic growth is always to be promoted, and by others who will gain financially by tourism (Getz, 1987 cited in Hall, 2008). This will continue until is proven that they will eventually run out of resources to use and when the growth of political opposition can no longer be prevented. Although the main focus is on promotion and development of the destination, little attention is given to ensure that levels of demand are suitable to the resources and social carrying capacity of the region (Hall, 2008). Most of the time, the locals are not involved in the decision making and planning processes in regards to tourism development and those who are not in favour of these developments are deemed as being unpatriotic. For example hosting of events such as the Youth Olympics Games is deemed as beneficial for the host city of Singapore as it puts a country on display to the rest of the world making this a form of promotion. Money and resources are also spent on coming up with brand names such as Incredible India, Malaysia truly asia and Your Singapore. This is done so that visitors would be able to identify the brand name to the country. Economic Economic planning is essential as it supports growth and development in certain areas. Governments built infrastructures such as hotels to support tourism in that area. This will encourage foreign revenue earning as more tourists will travel to the destination because of the useful facilities it supports. This in turn creates employment for the locals living there. Marketing and promotion is used to attract certain visitors who will provide the greatest economic benefit to the destinations specific tourist resources (Hall, 2008). In order to accomplish the market segmentation of the tourist coming to the destination and matching of products and services, research has been conducted by governments and industries. However this may not necessarily be a benefit, when government focuses too much on the tourism industry they might neglect other areas such as agriculture industry. One of the strengths of the Central highlands of the Island as a tourism destination is its scenery. Tourist numbers are likely to increase when there is more accommodation built for them. Cutting down trees would be a necessary measure to make way for these infrastructures which in turn will change the environment of the destination (Moore Dowling, 2001). Physical/Spatial Tourism is regarded as having an ecological base resulting in the need for development to be based upon certain spatial patterns, capacities or thresholds that would minimise the negative impacts of tourism on the physical environment (Hill, Jenkins Kearsley, 1997). This type of planning came from people who fight for a rational approach to the planning of natural resources and deemed as the oldest form of environmental protection. The main emphasis is on the physical and social carrying capacity of the destination. As tourism increases in a destination they have an impact on the natural environment. For example, many national parks have management plans that zone sections of the park (Hall, 2008). Zoning is one of the methods used to limit tourist interaction with the environment to a certain area (Newsome, Moore Dowling, 2001). This will ensure that the damage to the environment would be minimal. Although strategies have been placed to manage visitors to attraction sites, these sometimes fail when there is an increased level of visitors and increased demand for the experience of the visitors placed on the attraction (Hall, McArthur 1998; Newsome et al. 2005 cited in Hall, 2008). For example the Canterbury Cathedral in England has a visitor centre built to manage the large amount of tourists as they places stress on the physical and spiritual fabric of the cathedral (Hall, 2008). Community The social and political situation is monitored as the local community have some control over the tourism development process. As tourist destinations become popular, impacts to the destination starts to appear. Therefore since late 1970s more attention is given to negative environmental, cultural and personal impacts of tourism and the social context within which it occurs (Hall, 2008). As alterations are being done to the environment of the local community, it is highly essential that the locals of the destination are involved in the decision making processes. Without the support of the locals it would be difficult for tourism growth and developments to occur. The local community can also generate income, diversify the local economy, preserve culture, conserve the environment and provide educational opportunities (APEC, 2010). Providing educational opportunities is highly essential as it provides them with jobs in the tourism industry. For example locals are hired as tour guides to show the tourist around national parks so that they will educate the tourist on the importance of environmental conservation. Local participation in tourism developments may be good but for tourism development occur foreign investors are necessary. An example would be building of accommodation for visitors. Majority of the earning s are goes back to the foreign investors leaving almost nothing for local community. A country with diverse cultural background might also pose a problem if there are conflicts among them and deter any foreign investors interested in investing in that countrys tourism development. Sustainable Planning Sustainable approach is a combination of boosterism, economic, spatial and community while generating income for the local community. This approach brings about the least damage to the environment (Inskeep, 1991). It brings about positive experience for the local people, tourism companies and the tourist themselves. The community benefits from the increase of job opportunities and improvement to the standard of living. Due to environmental protection resources last longer so that the future generations would be able to experience them and preserve them for many more generations to come (Newsome et al, 2001). Sustainable approach may not be favourable to private sectors whose main objective is to make profits for their businesses. Due to zoning, there is limited interaction with the environment would leave visitors unsatisfied because they are not getting the entire experience of the destination. Challenges faced by Tourism There are many challenges that are faced by the planning of the tourism industry. Tourism planners have to face challenges everyday, which includes both man-made as well as by nature to create a perfect and attractive site for tourist at the same time not intruding the privacy of the natives of that destination. The issues are classified as man-made and natural some of them being Terrorism, Global Warming ,global pollution. health and safety. Terrorism Tourism and terrorism cant co-exist in the same place at the same time. Terrorists seek out tourist destinations for a variety of reasons. One of the reasons being is that: An attack on a tourism center is an attack on that nations economy and also the nations security. (Tarlow, Peter E (2002). Terrorism has a strong negative impact even in countries where there is stable political system and strong traditions in the field of democracy. (K, Valery, 2010). The attacks on the World Trade Center and the Pentagon (the single worst terrorist attack in modern history), by contrast, resulted in the deaths of 3,031 persons. (MERIA, 2006). Terrorism has manifested in the United States or Europe since the year 2000, has proven to be far too irregular (in terms of the frequency of the attacks) to provide a good overall picture of terrorisms impact on the society. (MERIA, 2006)They have proved to be a major factor for tourist decision making. Tourist react very sensitively to such calamities whe n making their choice of a tourist destination. A single terrorist attack can have a strong influence in a tourist spot or a whole tourist country. Where terrorist actions take lives of tourists the recovery of tourism is very difficult. So tourism is gravely affected by terrorism. Global warming Another major problem faced by the tourism industry is Global Warming. Educating the government about climate change should be an additional strategy of the tourism industry. (Eugenio Yunis, 2001) Global warming has been occurring since the late 1800s. Majority of climatologists have concluded that human activities are responsible for global warming. (NASA, 2005). The tourism industry is the booming and the most flourishing industry in the world, full of profits and money-making. But due to the both tourism and global warming work hand in hand. As tourism increases global pollution increases which in turn increases global warming. The main characteristics of the northern countries is their low temperatures. With an increase in temperature their climate conditions change. Due to global warming many nations around the world have been faced with climatic conditions such as floods, volcanic eruptions, droughts, tsunami and so on. And this has directly affected the tourism of these destin ations. Avalanches may increase and the snow skiing areas will not be considered beneficial and attractive as they will not be safe in the future. They will not remain as the tourist attraction. On the other hand, new areas may become adequate for skiing. In other words, we will be observing a shift in the tourism industry. Because of global warming, people will not be able to go to beaches, scuba diving and snorkelling may have to be stopped then, skiing in the mountains will become just another memory, rising sea waters may sink many monuments like the London Tower, and water may become scarce in places like Leh which has its water source in the glaciers of the Himalayas. Countries like Spain and Greece have a favourable climate have now started becoming too hot to travel and live comfortably. There are some places are becoming major tourism because of the positive effects of global warming. By taking some profitable measures and by combating global warming we can help tourism ind ustry flourish again. (Tourism Information Guide, 2010).Some nations for eg; Indonesia are a nation that has been seriously affected by natural calamities which include flood, active volcanoes, tsunami, forest fire. It has destroyed the economy of the nation and considerably reduced the tourist flow into the region. Health and Safety In todays context, to destroy a tourism sites reputation or to cause panic to the public, it takes very little effort. Take for example the outbreak of Sars in Toronto, Canada, once the news spread globally the hotel occupancy rate in the particular region dropped considerably despite the fact that there were no visitors who were stricken with the illness and cautious precautions were taken. This goes the same of the swine flu outbreak in Mexico. Visitors stopped coming to Mexico. World tourism faces a lot of global challenges in the event if there is a world pandemic. The fear of not knowing what to do in case of illness in a foreign country, the need for cross-border medical insurance all this leads to second thoughts for a tourist. Tourists and convention planners are acutely aware of how hard the change or the cancellation of reservations both at the hotels and the airl ines are. The change and the cancellation fees mean that there is a higher degree of travel risk in uncertain times. (Peter E Tarlow, nd)Recent crises like the September 11, Severe Acute Respiratory Syndrome (SARS), H1N1 and Avian flu, tsunamis, earthquakes and currently the volcanic ash cloud have impacted the Travel and Tourism economy over the last decade in a very serious. (World Travel and Tourism Council, 2010) In Florida, in order to protect their tourism as their economy depends on the large part of tourism, and as tourism is already down as compared to previous years, mostly due to the economic downturn. If news of outbreak of swine flu in Orlando gets out, people might cancel their travel plans and stay home, causing loss of revenue to Florida businesses. Floridas tactic seems to be in deny of any infection by citing CDC language, saying There have been no confirmed cases of swine flu by the CDC in Central Florida . But saying that the damage has still incurred no matter h ow much ever clarification or precaution is done on the situation. Introduction of Central Highlands Central Highlands has been controlled by Great Britain until they became independent in 1964. A decade later, they became a republic. Since the mid-1980s, the island has transformed into a freight point, petrol refining point and a tourist destination and has had immense growth both economically and financially. The key features of Central Highlands of the Island are that it has a temperate/sub-tropical island approximately 1 hour by air and 5 hours by ferry from the mainland. There is an established tourism sector on the coast of the island but has experienced a number of environmental problems. They have also faced a number of challenges as they have limited infrastructure, depressed economy and limited natural resources. There are several isolated ethnic groups living within the region and have been ignored in most government policy exercises. They also do have a number of potential tourist attractions which is another important source of their revenue. The regional government the re are also exploring the possibility of using tourism as a regional economic development tool. Also infrastructures of the region has immensely grown from the initial stage . Infrastructure The infrastructure in the central region is limited and because it plays a major role in tourism, tourist are hesitant to travel to the destination. The Government should work to address the challenges which will connect the people with water, electricity, accommodation, roads etc and should try to develop the facilities provided for the welfare of tourist and natives of that region. Education The government should introduce laws which guarantee free and compulsory education for all children under the age of 16. Education is every humans right no matter the rich or poor. As education is very important in the tourism industry , resources should be implemented to provide proper training to citizens to bring tourists around. Education also helps as a whole to enrich the countries overall development and wipe unemployment from the countries face. It brings a total development to the society and the nations development. Permits Permits are to ensure that the states have the following facilities to provide better circumstances for the people and the tourist and to keep a control over the functioning: To reduce the impacts on high-use and sensitive areas Separate potentially conflicting activities Encourage responsible behaviour to all users Collect data for planning Monitor activities which may become damaging to the environment and try to remove them or prevent them. Before any activity is undertaken, it is essential to see if the activity is allowed, and whether the activity requires a permit. Activities that require a permit are: Most commercial activities, including tourist operations Installation and operation of structures Any works, such as repairs to structures, dredging and dumping of spoil, placement and operation of moorings Anchoring or mooring for an extended period Waste discharge from a fixed structure Research except for limited impact research Educational programmes Traditional hunting. (Great Barrier Reef Marine Park Authority, 2010) The nation has to have a overall control of the functioning of certain aspects of the government to increase the development of the region as a whole and to improvise the tourism sector of that particular region. Community Involvement By letting the community be involved, there will be employment boost, training and economic opportunities for the community. Tourists who are there will respect the customs of the local hosts, pay for local goods and tourism services. For the tourism of any region to boom the particular locality should have a welcoming feeling to foreigners and to make the tourist to feel at home. There shouldn be any kind of negative vibes within the natives and locals of that particular destination against the tourist who flow into that region for tourism purposes, The community of any particular environment plays a major role in developing the tourism of that region. Communities should be made aware and educated about how to welcome foreigners and tourist and providing them with inviting smiles and pleasant conversations so that the tourist dont feel strange or weird of being in a new place. The development of the society and upgrading the knowledge and education level of that particular community . They also help in providing more employment offers to the locals of that area also increase the job offers. Fines and Penalties By implementing fines and penalties to the tourist destination, it helps in conserving the region and preserving the beauty and the naturality of that region. In Central Highland Island, bringing rules and penalties protects the environment and this in turn this will discourage the community from damaging the environment. While the Central Highlands do have a lot of natural forest and local architecture, Tourist might not be properly educated on how to conserve the region and in not polluting the destination. Tourist flow in from different regions of the world from different cultures and different society so its very important that the tourist destination should have proper rules and public safety officers to overview the entire functioning of the society as a whole, and prevent anyone who dare to be a nuisance to the public. Interpretation As having guided tours around, they will help to tell stories that are from the community, places (environment), artifacts. They also communicate ideas, enrich the tourist experience. They do have key roles to play in the management and conservation, in this case, as Central Highlands have little development, negative impacts and have substantial remaining natural forest and local architecture. Central Highlands also do have archaeological sites. The communication aspect helps the tourists to discover and appreciate their environment (natural, cultural etc). As the Central Highlands have very strong cultural heritage and unique ethnic groups, having tour guides made up of the community will certainly help the tourist understand more about the culture. Conclusion As the purpose of this report is to make Central Highlands to be more of a tourist attraction the report has included information on Government Approaches to tourism where the five approaches are listed, Getz (1987) has identified approaches to tourism namely boosterism, economic, physical/spatial, community and sustainable planning. Boosterism, has been around for a long time and currently still used to approach tourism. Sustainable planning is currently in used by tourism planners for the government. Tourism planners should be aware of the challenges faced in tourism are both man-made as well as natural. Tourism industry is affected by terrorism, global warming and health and safety. Currently, tourism planners have to face these challenges as they occur on a regular basis such as Terrorism. In the introduction to Central Highlands, infrastructure, education, permits, community involvement, fines and penalties and interpretation are used as regional development tool to help aid other possibilities of tourism. These tools have to be put in place as more tourists will come, enjoy their stay in the Central Highlands and spend more money. Tourism is very important in many countries as one of their main sources of revenue. Central Highlands economy is based on both the petrol production and tourism. Infrastructure, water and electricity are lacking in Central Highlands, therefore, tourists will not want to come down to the Central Highland for tourism purposes. An issue to be implemented includes educating the ethnic groups in Central Highlands about the importance of having tourism in the country. Ethnic groups are important as their culture is part of what makes the destination attractive and they will be able to educate more tourists about their culture, protect their environment and understanding these interpretations, the tourist will be able to reduce tourism impacts.
